Tammy Somers recognized Tim Pikkart and Danny Matkovich; the two counselors did an outstanding job when there was crisis at the school site.

Central Office Operations Report
Kim Brown provided a handout on Travel Approval and Reimbursement processes. Discussion on compliance with Federal and State requirements, current procedures not strictly enforce and progresses and next step plans.
Board Policy I-7350 IKF Graduation Requirements
Superintendent Chiapetti provided the first reading of the graduation policy requirement for regular education. There have not been any updates and the required credits have changed. The Assessment Demonstration Competencies (ADC) scores and the Artesia Public Schools template were shared with the board.
Caring for Community - Oñate Elementary
Kristen Bischoff and two third-grade students invited the Board to the “Caring for Community” community event from Oñate Elementary School; the event is to improve the land around the school. It is scheduled for Thursday, December 19, 2013 at 5:00 p.m. at the Cultural Center downtown.
Facilities and Maintenance Report
Ron Triplehorn provided a detailed written report on the maintenance and operations. The history of GMCS maintenance program, staffing model as recommended by Public School Facility Authority, competitive wages, action plans to correct deficiencies and changing the mentality of “that’s not my job” and we are here to make sure students learn and anyone that is responsible for the building is responsible for maintenance awareness.
Board Report (Meetings, Conventions, Conferences, Training Sessions)
Joe Menini and three of the board members attended the New Mexico School Board Association conference; some sessions they attended included stretching the school dollar and the audit process. Titus Nez attended the Church Rock chapter meeting where a supporting resolution on name change for Church Rock was presented. Bruce Tempest attended the board of directors meeting and a statewide survey on teaching conditions to licensed staff in the state is being rolled out.
Indian Education Committee / JOM Report
Herlinda Mann reported regular IEC meeting was on December is 14, 2013, an orientation for new members will be at Sky City Conference on December 20-21, 2013, lacking representation from three schools, provide more information on credit recovery, and needs assessment. Other announcements are on January 11, 2014, IEC meeting, January 16, 2014, an Impact Aid Hearing in Window Rock, and the National Johnson O’Malley Conference is on March 24, 2014. Superintendent Chiapetti requested a report on funds used for sub-committees, travel, lodging, catering, and funds expended thus far that is not being used for cultural-related expenditures at the next board meeting.

Central Office Operations Report
Kim Brown presented the Processes between school sites, personnel department and the payroll department. Items covered were new employee packet, overpayment to employees who have stopped working, insurance premiums, FMLA, COBRA eligibility, ERA, and the Affordable Healthcare Act [AKA: Obamacare].
Meeting with Navajo Nation Update
Superintendent reported on the meeting held on November 19, 2013 with the Navajo Nation Vice President and Central Consolidate School Board to work on the transportation boundary issue; however the outcome is now a 5-0 vote against the Memorandum of Agreement on the transportation boundary issue. The New Mexico State Public Education has written a letter stating the two options whether there is a study conducted or the letter of appeal request constitutes a formal appeal.
Affordable Health Care Act [Obamacare]
Kim Brown discussed the Affordable Care Act (ACA. Items discussed are the requirement to offer ACA to full-time employees is by July 2015, a look back period, minimum essential coverage, a not too expensive ACA as determined by the IRS, vision and dental is not part of the ACA and penalties for non-compliance. Ms. Brown will provide additional updates in the coming months.
STEP Grant Update
Joe Menini discussed the STEP Grant meeting held in Santa Fe, NM. Information (data) is being requested from school districts related to student(s). The next STEP meeting is December 10, 2013, 10 a.m. in Santa Fe, Room 315 Capitol Building. It was recommended that Carmen Moffett, Bart Stanly, Frank Chiapetti and a board member attend. Johnty Cresto will be attending the Public School Capital Outlay Council meeting on Wednesday, December 4, 2013 on the zero matching funds for charter schools.

Titus Nez attended the Church Rock chapter meeting where the school name change was discussed. Joe Menini attended the Navajo Nation meeting with the Office of Vice President and Central Consolidated and the Government to Government meeting.
Indian Education Committee / JOM Report
Herlinda Mann reported the JOM funds were received and attended the Manuelito Chapter meeting to provide information on Saturday Academy and cap/gowns. The next Indian Education Committee is Saturday, December 14, 2013 at 9 a.m. Priscilla Manuelito, IEC President, reported she attended the Government to Government meeting which was very informative, began work to compile the needs assessment and the 2014 JOM application,
and tentatively scheduled an orientation on December 19-20, 2013 at Sky City and invitation open to the board.

Approval of Memorandum of Understanding between the GMCS Board of Education and Project K'e,
Term of Agreement is October 1, 2013 - January 1, 2016 - ACTION
Dr. Bob Lynn discussed the K’e Project, the grant is three years old, several personnel changes, and the grant has been rewritten and additional service providers are now with the K’e project. Some board discussion and was recommended for approval. A report will be available at the end of the school year.

Approval of Memorandum of Transportation of Boundary Agreement between the GMCS Board of
Education and Central Consolidated School District Board - ACTION
Superintendent Chiapetti discussed the Agreement that affects students in Crystal area that is in San Juan County. Gallup-McKinley County Schools has been transporting students from the area to Navajo schools and recommended approval. Mavis Price moved the Approval of Memorandum of Transportation of Boundary Agreement between the GMCS Board of Education and Central Consolidated School District Board be approved as presented. Upon roll call vote, motion carried unanimously. (Five board members present and voting)

Superintendent's Report
Central Office Operations Report
Marco Abeita discussed the Procurement Policy review committee. The committee will review and revised as needed, generate recommendation on changes, and ask the Board and Superintendent to approve the changes. The target date of completion is the first meeting in January 2014.
STEP Grant Update - Carmen Moffett attended the meeting, but is not here tonight. Dr. Bruce Tempest also attended the meeting and reported the next meeting is on Wednesday, November 20, 2013 in Santa Fe,
NM at 1PM. The STEP Grant agreement between Public Education Department and the Navajo Nation is to improve student achievement and hire and retain highly qualified teachers.
University of Virginia Update
Superintendent Chiapetti discussed the University interviewed administration, principals and the board on readiness,
leadership, talent management, effective instructional infrastructure, non-negotiable, the capacity to pursue turnaround work, differentiated support and accountability, the right people in the right positions and which principals are in trenches. The next steps were discussed.
Head Start Program
Superintendent Chiapetti discussed the meeting, the district offered teacherages and portables.
Sharon Singer, assistant superintendent, appreciates the assistance from the school district, gave a brief history of the
program, the head start students feeds into the school district and teachers with bachelor degrees will be hired. The
Memorandum of Agreement with the school district is being processed.

Dr. Bruce Tempest spoke of STEP meeting where discussion was on teacher survey and how it will be conducted.
Joe Menini and Dr. Bruce Tempest attended the UVA interview, held to one hour. He also attended the STEP grant meeting, the audit exit meeting and the Board Excellence Awards at Indian Hills Elementary.

Herlinda Mann recognized the Indian Education Committee members in attendance tonight, the award letter from the Navajo Nation is up for approval tonight, and the next Indian Education Committee will be Saturday, December 14, 2013 in the board room.

Crownpoint High School Group Singers
Crownpoint High School students performed for the board members. The board commended the four young men.
Ramah High, Thoreau High, and Tse Yi Gai High School -NMAA
Superintendent Chiapetti recognized the high schools without receiving a report of a negative incident throughout all three sports seasons. They were given the Award of Excellence for exemplary sportsmanship for each school.
October 2013 Rotary Seniors of the Month
Superintendent Chiapetti recognized the October 2013 Rotary Seniors of the Month as follows: Christielle Bahe-Crownpoint, Danielle Hutchinson, and Isaac Seslar-Gallup, Laura Grace-Ramah, Jerilynn Charley-Thoreau and Lucas Chandler-Tohatchi.
Central Office Operations Report
Sammy Orr presented the GMCS Teacher Evaluation Committee’s report on requirements, due dates, elaborate on domain and artifacts.
District Reading Elementary Outline
Dr. Ben Barrons discussed the reading at each individual school. The administrators and teaching staff are open to working and learning the reading program.

Joe Menini asked if Public Education Department had made a decision on the appeal on the Memorandum of Agreement submitted. Superintendent responded that a letter from the board and additional documents were requested and has been sent to Hanna Skandera, Secretary of Education Designee.
Titus Nez attended the Indian Education Committee meeting and the Church Rock Chapter planning meeting.
Bruce Tempest announced the McKinley Education Foundation participants, there were six teachers awarded as follows: Emily Kemper-Turpen, Eric Cornish-Rocky View, Judy Kimbrough-Miyamura, Brooke Dashner-Rocky View, Judith Lannan-Onate and Philip Neilson-Kennedy.
Indian Education Committee / JOM Report
Herlinda Mann informed the board on the upcoming Indian Education Committee meeting Saturday, November 9, 2013 at 9 a.m. in the board room. The membership has increased, however the goal is to have representation from all schools. The funding for JOM is still in process, activities on going at school sites, and an orientation for new members is being planned for December 6-7, 2013 base on the availability of funds.
Priscilla Manuelito made her travel report she made to the National Johnson O’Malley held in Denver, CO. She made it known that there are now four Natives representing us at the National Johnson O’Malley organization.

Superintendent's Report
Resolution on PED Initiative - Discussion
Frank Chiapetti presented the draft resolution written by a board member from Albuquerque School District as a parent to the Public Education Department and the response was sent via email to all teachers in New Mexico outlining a response in the letter. The presentation made to the superintendent from a previous week is basically from the response letter. A draft resolution will presented at the next board meeting for action.
Johnty Cresto discussed the process on how a school is selected to be built, funding, working with Public School Capital Outlay Council, Design Selection, Bidding Contracts, Construction Administration, and the end result of a finish new school building.
University of Virginia Cohort Presentation
Frank Chiapetti discussed that 12 principals entered the Principals Pursuing Excellence program with Priority Schools Bureau Program. The Las Cruces school district has utilized the program and which is known to be successful and is funding a second team this year. A cohort of seven schools were selected based on schools in most need, administrators selected, movement of administrators is eminent, a district initiative and leadership ability. Via telephone conference, the school district passed the first round of interviews. Periodic updates will be made available.
Head Start Partnerships
Frank Chiapetti discussed the meeting with Sharon Singer; Navajo Nation Head Start Assistant Superintendent on working to partner to have Head Start utilized the district’s unused portable buildings to fulfill the waiting list of students ready for preschool. A proposal is being worked out and will be presented at a future board meeting.

Titus Nez attended the Church Rock chapter meeting and presented issues on transportation.
Joe Menini attended the Bi-State Charter meeting with the superintendent and the next meeting will be November 7, 2013 at Navajo Pine High School at 3:30 p.m., and a community meeting at 6 p.m. The Government to Government meeting is scheduled for November 21-22, 2013 in Santa Fe, NM.
Indian Education Committee / JOM Report
Herlinda Mann announced that the next Indian Education Committee meeting is on Saturday, October 26, 2013 and the funding information will be forthcoming this week.
Priscilla Manuelito discussed the Navajo Nation Johnson O’Malley Conference was a success. She thanked the students that performed and the guest speakers. Mavis Price and Kevin Mitchell commended the Indian Education Committee.

Central Consolidated Board was made aware the only item for action is the Memorandum of Agreement regarding Naschitti area students, although a Memorandum of Agreement for Crystal area students is listed, it
will not be discussed nor acted on as it was not advertised.
NEW BUSINESS
Approval of a Memorandum of Agreement on Transportation Boundary between Central Consolidated Board of
Education and Gallup McKinley County Board of Education for Students from Naschitti Area - ACTION
Kevin Mitchell moved the Approval of a Memorandum of Agreement on Transportation Boundary between Central
Consolidated Board of Education and Gallup McKinley County Board of Education for Students from Naschitti area
allowing the busses to the Naschitti Store and pick up students be approved as presented. Upon roll call votes as follows: Joe Menini – yes, Kevin Mitchell – yes, Bruce Tempest – yes and motion carried unanimously. (Three board members present and voting)
Central Consolidated School District Board of Education voted as follows on an Amended Resolution to Allow GMCS bus to go to Naschitti to pick up students vote as follows:

The discussion from the Board and Superintendent Chiapetti was the proposed Agreement presented by CCSD is not an agreement, as GMCS is already doing what is listed, it does not discuss feeder routes. GMCS has in place agreement with other school districts allowing GMCS to pick up their students likewise; they come and pick up our students. The MOA presented by GMCS is strictly allowing GMCS to pay feeder route to parents for bringing their student(s) to the McKinley/San Juan county line or amend the MOA to reflect allowing the GMCS transportation to run the bus to Naschitti store and pick up students.
The CCSD Board’s stance was that safety was an excuse used and funding was the issue here, further CCSD provides all accommodations for students to attend CCSD.
Representative Sandra Jeff, Council Delegate Leonard Tsosie and chapter officials were in attendance also pleading with CCSD Board to come to an agreement for the sake of the students’ safety, as a mother was killed when she had driven her student to the county line the day after transportation was suspended by GMCS. If we allow lawmakers to make the decision for us, other districts will take our funding which our school districts will lose.

Murphy Builders Construction
Johnty Cresto presented a plaque to Rick Murphy of Murphy Construction on behalf of the GMCS Board. The contractor went above and beyond to clean up the Crownpoint school facility during the recent floods.
Transportation Update
Superintendent Chiapetti updated the board on the transportation issue and the bridges in the district. On transportation, the board was of consensus that the meeting date be October 22, 2013 at 6:30 p.m. with Central Consolidated Board of Education at Naschitti Elementary. The bridge issue; waiting for an engineer willing to certify the bridges. The bridges are so old and no knowing where the materials came from.
Policy F-1400 Naming Facilities
Superintendent Chiapetti reviewed the policy received from Donn Williams, through NMSBA that will be presented for action at the next board meeting.
Third Grade Retention
Richie Ferguson presented a detailed slide on 3rd grade retention. At the next meeting with the Legislators, the Board will make a recommendation according to our principals’ endorsement. Copies of SB 260 are requested by the board to study. A study session is requested on third grade retention.
Teacher Evaluation System
Superintendent Chiapetti stated that the teacher evaluation is a highly controversial topic. Several
resolutions were passed to extend one more year but it failed. A detailed handout was provided. Again, the Legislators will want to know the Board’s stance on this issue which will be a recommendation from the principals.

Joe Menini and Kevin Mitchell attended the Region I meeting in Aztec. Discussions included Common Core, NMAA, and a presentation from Farmington and Aztec schools. CES-Certificate was given to Kim Brown and a Stop Bullying-CD given to Sammy Orr. The next Region I meeting is April 2, 2014 in Dulce, NM
Bruce Tempest and Joe Menini attended the STEP meeting and Court Hearing on Zuni Impact Aid.
Indian Education Committee / JOM Report
Herlinda Mann presented the Indian Education Committee meeting schedule, and the next meeting is on Saturday, October 12, 2013 at 9 a.m., in the board room. Priscilla Manuelito, IEC president discussed the orientation which is being organized for new members, and several schools are still in need of representatives. The budget approval is in process at the Navajo Nation, and the Navajo Nation Johnson O’Malley Conference is on Oct 15-17, 2013 in Isleta. The National Johnson O’Malley Conference is scheduled in Denver, CO.

and John F. Kennedy Middle School – ACTION--APPROVED
Gary Schuster, grant writer, discussed the Memorandum of Understanding with New Mexico Library Foundation that will supplement the Library services at Kennedy Mid School, and it is renewed annually.

Approval of the Interagency Agreement Between Crownpoint Service Unit and Gallup-

Karen Arviso and Andy Deal, Health Promotions Department, Division of Public Health to officially recognize the Peer Helpers Program. The program currently serves Crownpoint and Tse Yi Gai who otherwise would not have such activities offered through Peer Helpers.

David Oakes discussed the need for a policy; students, teachers, vendors; visitors bring their own devices to the building and want access to the internet. The school district will have to be highly aware as hackers are out there waiting for things to happen. Mr. Oakes will provide updates periodically.

Acceptance of FY13-14 Local Government Road Fund Project – ACTION
Johnty Cresto spoke off accepting the road funds to be used to pave the parking lot at Thoreau High School. The paving will begin next summer. The school district will provide the matching fund which is a percentage of the amount received. It was recommended that Gallup High School is on the priority list for the next year.

Memorandum of Understanding – ACTION
Superintendent Chiapetti explained that the Central Consolidated Schools Board will hold their meeting on Tuesday, October 01, 2013. On Tuesday, October 02, 2013 we will find out their position on the Memorandum of Understanding and if it is rejected, the Memorandum of Understanding will be ready for submittal to the Public Education Department.

Naming the New Church Rock School Naming the New North Side School – Discussion
The recommendation was made to begin the process of naming the new school in Church Rock and on the north side, and begin to conduct community meetings to get local input. As a school district; a policy will need to be developed and approved. A request will be made via email to Donn Williams, NMSBA Policy Services for a generic policy for naming facility/buildings. The information will be available at the next board meeting.

Superintendent's Report
Superintendent Chiapetti reported that the bridges are still impassable and currently working with the county asking for funding. An update will be made at future meetings. The bussing issue with Central Consolidated School; the two school districts met on Friday, September 13, 2013 in Window Rock with Navajo Nation Human and Health Services Committee and Representative Jeff. A Memorandum of Understanding was introduced that reflects the bussing will stop on Tuesday, September 17, 2013 in good faith that Central Consolidated School District will work with our school district. The District 14 chapters, the District 14 Council, the Fort Defiance Agency Council and the Navajo Nation School Board all passed resolutions in favor of Gallup McKinley Schools to bus students from Naschitti.
Judge Robert A. Aragon will have a hearing on the Zuni School District Impact Aid Lawsuit, on Tuesday, September 17, 2013 at 1:30 p.m. Bob Rosebrough will be present to represent our school district and the Board members are welcomed to attend.
Superintendent Chiapetti acknowledged Rick Murphy Construction for going above and beyond the call assisting Crownpoint Elementary School with flooding issue, utilizing their equipment to clean up the flood areas during the downpour.
Public Comment Policy Update
Mavis Price and Titus Nez will get together and work on the public comment project.
Titus Nez attended the Division of Diné Education meeting with Superintendent Chiapetti on the bussing issue.
Joe Menini attended the Roosevelt Parent Teacher Orientation; school closure was discussed. Informed the community that the Newspaper transposed the date of closure for Oñate and Roosevelt and he has requested that corrections be made.

Indian Education Committee / JOM Report
A written report was presented by superintendent Chiapetti on Johnson O’Malley. The JOM application is being process through the Navajo Nation. The Navajo Nation Johnson O’Malley Conference is scheduled for October 15-17, 2013 in Isleta.

The discussion with Representative Eliseo Alcon, Senators John Pinto and George Muñoz, Superintendent Frank
Chiapetti, and several staff on items as follows: informational technology funding needs, reoccurring expenditures to
meet the requirements, Thoreau softball field, alarms and cameras, entrance roads to Crownpoint Mid and High and the street that enters Navajo Elementary School, teacherages to convert to state buildings, and the adequacy standards. It was recommended to revisit the priority list and include the actual student and teachers needs in the classrooms. The continuation of this meeting to further discuss topics will be in October 2013.

J-0500 JE Attendance Policy Review
Superintendent reviews the policies J-0500 JE and J-1550 JH on attendance and student absences and excuses. The current policy needs reviewed and changes made to assure student success, which can be achieved through daily attendance at the schools.

Joe Menini attended the end of the staff meeting presented by the superintendent here in the board room on Friday, August 30, 2013. He commended the superintendent for instilling morale.
Kevin Mitchell attended the open house at Tohatchi Elementary School and spoke with teachers, parents, and students.
Titus Nez attended the open house at Church Rock Elementary and provided comments to the teachers, parents, and students.
Dr. Bruce Tempest attended the STEP Grant meeting with participants from the Navajo Nation and the State, he was also at the meeting with McKinley Education Foundation; they will be offering grants to teachers of $300 for projects in the class room, apply online at MckinleyKids.org, the deadline is September 30, 2013.

Herlinda Mann reported the next Indian Education Committee meeting is on Saturday 28, 2013 in the board room, the Navajo Nation Johnson O’Malley Conference is scheduled for October 15-17, 2013 in Albuquerque, NM and the planning meeting for the conference is Wednesday, September 4, 2013 in Window Rock, AZ.
Summer Lunch Report
Carol Burnett reported that a total of 57 sites served 115,921 students for breakfast and lunch. The sited included district school that taught summer school, city parks, county sites, chapter houses, and bible schools. A total of 96 employees worked at the sites and 6 kitchen sites were utilized. Child, Youth, and Families Department will reimburse the district once all claims are filed, the reimbursement will used to purchase supplies and equipment for next summer’s lunch program.

Approval of Option 4 or Option 5; related to School Attendance Boundaries and the Schedule and Order of
New Construction - ACTION
Johnty Cresto provided a detailed handout on the Feasibility Study for Elementary Schools in Gallup, Scenarios 4 and 5, a 5-7 year implementation on design, bid, build and occupy. The current model school is Crownpoint Elementary school. The primary reason is to move the dollars into the classroom. The board received a calendar of occupancy, statement of financial position, projected enrollment, base control data, transfer matrices for elementary, middle and high, and maps of current assignments. Scenario #4 proposes to close Roosevelt, Juan de Oñate and Lincoln and try to balance enrollment at remaining 10 schools in Gallup urban area to no more than 450. Scenario #5 proposes to close Roosevelt and Juan de Oñate Elementary School and balance enrollments at remaining schools to about 400 or existing capacity.
Joe Menini has very close relations to Roosevelt, its beginning, burned building, rebuilding the school and to the current weekly visits with the teachers and students at the school, an emotional connection.
Titus Nez moved the Approval of Option 5; related to School Attendance Boundaries and the Schedule and Order of New Construction- Scenario #5 proposes to close Roosevelt and Juan de Oñate Elementary School and balance enrollments at remaining schools to about 400 or existing capacity be approved as presented. Frank Chiapetti congratulated Jefferson Elementary and Turpen Elementary Principals for raising their school grade.
Creating Voter Convenience Centers – Discussion
Rick Palochak explained the Voting Convenience Centers. Items of discussion included ADA Compliances, confused voters, turn-out rate, election dates, early voting, proposed locations and security issues. The proposal is eight (8) municipal voting locations compared to the current twenty (20) voting locations. The decision is expected in mid-October. Rick Palochak will present in the near future a memorandum of understanding between McKinley County and the Gallup McKinley County Schools Board of Education.
STEP Grant Update
Carmen Moffett presented the STEP Grant Update. The contact person for the Navajo Nation is Derek Begay. The next STEP meeting will be held in the Board Room on Friday, August 23, 2013 beginning at 9 a.m. and the board members are invited to attend. Items of discussion will be the Memorandum of Understanding between the Navajo Nation, Gallup McKinley County Schools, and the Public Education Department, also an orientation on Title II and III programs and the Dine Five Standards. Awork station will also be provided within Learning Services. The requested information on the STEP Grant will be made available to the board.
Thoreau High School Roofing Update
Kim Brown provided information on Thoreau High School roofing and that same information has been sent to school attorney. Marco Abeita and she awarded the job to Longhorn Construction. Further, Johnty Cresto indicated i t might be up to thirty days from the actual notice for the project to begin. Dr. Bruce Tempest requested information provided by the attorney and what the next steps would be shall it progress further. The response was that it is a possibility it would go further. Frank Chiapetti requested that the board read the attorney’s comments on pages 12, 13 and 14.

Frank Chiapetti requested that the board members review a few sections of the Board Policy at a time in order to bring the policy up-to-date. Cuddy Law will begin reviewing the school policy and make it user-friendly.

Jeff Bond, Transportation Director, gave a report on the basic changes on the GMCS Transportation Policies and Procedures Manual. Items of discussion included alignment with the State, feeder routes, activity busses, bridges, safety, weight limits, assigned seats, cameras, GPS systems, tracking students, addressing angry parents, and that the busses are where they should be.
Joe Menini asked about animal transportation regulation as can a student take their guinea pig to class with them. Jeff Bond replied, “No”, the only animals that are allowed on school buses are the eye-seeing dogs.
Board Report (Meetings, Conventions, Conferences, Training Sessions)
Joe Menini reported that the Board attended the Indian Education Committee’s Leadership Luncheon on Friday, August 2, 2013 at the Gallup Inn. The Education Panel and the overall conference were informative. He commended Carmen Moffett organizing the conference.
Kevin Mitchell also congratulated both Carmen Moffett and Herlinda Mann for doing a great job for our district.
Dr. Bruce Tempest and Joe Menini met with the auditors’ entrance meeting and alerted the Board to expect a letter in the mail that they should answer and mail back.
Dr. Bruce Tempest and Mr. Chiapetti met with a group called Native American Voter Alliance, “Keep The Promise”, and they are in the process of setting up a state-wide town hall sessions on education. No date has been set yet.
Kevin Mitchell invited the Board to attend a District 14 meeting on Friday, August 9, 2013 at 6 p.m. at Naschitt Chapter House, topics are boundaries and bridges.
Indian Education Committee / JOM Report
Herlinda Mann stated that she attended the Navajo Nation Johnson O’Malley Indian Education Committee Orientation on July 31 and August 1, 2013 held in Towoac, CO. On Monday, August 5, 2013 the new teachers toured Window Rock. The next Indian Education Committee meeting is August 24, 2013 at 10 a.m. in the Board Room. Furthermore, Priscilla Manuelito thanked the board members for attending the Leadership conference.

Angie Holtsoi-Nez explained the Memorandum of Understanding to the Board. Highlighted the program that began in 2004, website has plenty of information, they work with Louisa Alverez to dispense glasses, she is licensed, currently working with twelve schools, screened 3,400 students and prescribed 874 eye glasses. Joe Menini requested that each board member be given a copy of her handout at the next board meeting.

Impact Aid Indian Policies and Procedures Update
Carmen Moffett provided an update on Indian Policies and Procedures; this is a requirement for the Impact Aid application.
Community Meetings Update
Johnty Cresto provided an update on the community meetings on attendance boundaries. There were excellent questions, comments and recommendations. There are additional chapter meetings coming up, on July 14, 2013 at Manuelito at 1:00 p.m. and July 17, 2013 at Rock Springs at 6:00 p.m. The board recommended sending message out to parents via telephone on the upcoming meetings.
Lobbyist Update
Jay and Matejka Santillanes provided an update on the 2013 Legislative Interim Committee. Items of discussion are LESC 2013 Interim Work Plan, Summary of Public Education-related legislation passed by the 51st legislature, 1st session 2013, fact sheet FY 13, potential final unit value adjustment, federal fund sequestration overview, special education maintenance of effort overview, PED report on Indian Education, Letter from Rep Sandra Jeff regarding the changes in the operations of the Indian Education office, Northwest Bureau located in Gallup, NM, and former Superintendent Arsenault’s letter regarding changes in the location for the NM Indian Education office in Gallup, NM.
Kevin Mitchell commended the lobbyist and recommended to host the upcoming Indian Affairs Committee here in the board room.

Joe Menini attended the Middle College High School board meeting on June 18, 2013; lottery drawing to fill the 25 slots was completed.
Kevin Mitchell attended the Indian Education Committee meeting on the budget. He further questioned the payments for IEC members. He also stated for the record that “A quote in the Gallup Independent mentions that a qualified a Native American candidate should be a finalist for the superintendent” however the discussion was that it should reflect “qualifications and experience”. As a small business owner in Gallup, many have approached him in that respect.
Superintendent reported that those that have submitted tax forms have been paid.
Indian Education Committee / JOM Report
Carmen Moffett reported that the Indian Education Committee meeting, July 13, 2013 at 9AM, on Johnson O’Malley applications’ final negotiations, and elected officers for school year 2013-2014 are: Priscilla Manuelito – president, Valerie Arviso – vice president and Sonlatsa Jim-Martin- secretary.
Priscilla Manuelito thanked Frank Chiapetti and Kevin Mitchell for attending the negotiations. She also request to include in the enrollment packet an assessment form, a tribal luncheon on August 2, 2013, Gallup Inn at 10:00 a.m. – 2:00 p.m., and recommends close working relationship with the Bilingual Cultural teachers, and funding to the school sites.
Kevin Mitchell commended the Indian Education committee and its newly elected officers.

Approval of the Superintendent Contract for School Year 2013-2014 - ACTION
Titus Nez discussed that the superintendent contract and salary was not discussed by the whole board, only two board members conducted the negotiations, however the weekly reports are good and he will support the new superintendent. Mavis Price said that the secretary, her as president, and a personnel staff met with the superintendent to discuss the salary. The salary was averaged according to other school districts within our state with the same number of students and size. Kevin Mitchell moved the Approval of the Superintendent Contract for School Year 2013-2014 be tabled, but withdrew his motion and instead motion to go in executive session to discuss the superintendent contract and the reorganization proposal.

Approval of the Administration Reorganization Proposal for School Year 2013-2014 - ACTION
Frank Chiapetti discussed the reorganization proposal. As Phase I, streamlining the proposal is the most efficiency and effectiveness for the school district, not target a specific employee/employees. He also commended business office staff. For Phase II, Support Services will be studied closely.

2013-2014 Budget Update
Kim Brown gave an update on the budget and requested that a Special Board meeting be scheduled to discuss the budget in detail. The Board agreed and the date was scheduled for Monday, June 10, 2013 at 1 PM in the board room. The budget needs to be approved by June 20th and sent to Public Education Department. Mavis Price requested to have the budget line item numbers with program dollars that can and cannot be carried over.
GMCS Wellness Policy 2013-2014
Carmen Moffett presented a report to the Board for review. Upon review, it will be placed on the agenda for action to make it policy.

meeting shall be closed: (1) meetings for the discussion of bargaining strategy preliminary to collective bargaining negotiations between the public employer and the exclusive representative of the public employees of the public employer; (2) collective bargaining sessions; and (3) consultations and impasse resolution procedures at which the public employer and the exclusive representative of the appropriate bargaining unit are present.
Bruce Tempest discussed that there are two different items to consider: the motion to allow educational assistants to join the Union and the Collective Bargaining Act. Joe Menini withdrew his motion to not go into executive session.

ADD: School Attendance Boundary – Johnty Cresto
Johnty Cresto discussed the school attendance boundaries. Basic education versus budget, the budget is declining slowly by 2022. Several scenarios were developed for schools housing no more than 450 students. Leonard Haskie provided vital information on the schools future in general, construction, advertising, and in the process of filing application for a new Ramah Elementary School.
2013-2014 Budget Update
Kim Brown discussed the operational budget for 2013-14 school year. The budget projections revenue sources based on enrollment, federal and local . The New Mexico general fund SED and Federal Impact Aid is included. The cash balance is enough to start the next school year.
Superintendent's Search Update
Phyllis Casuse provided a summary on the upcoming public forums. A face-to-face interview is May 28, 2013, 9AM in the board room. The new superintendent starts July 1, 2013.

Phyllis Casuse discussed staffing, state requirements has been met, adjustments were made, identity of the minimum staff needs were met, extra staff were Educational Assistants, fairness and inequity, elementary librarians, elementary counselors, elementary fine arts, elementary physical education teachers, secondary schools, and reassigning teachers based on licensure.

Kevin Mitchell attended graduation at Navajo Pine High School and Tohatchi. Joe Menini attended four graduations. Titus Nez attended graduation at Tse Yi Gai High and Crownpoint High. Dr. Bruce Tempest and Mavis Price also attended graduations. All went fairly well.
Carmen Moffett and Herlinda Mann gave a Pendleton and a plague to Chee Smith Jr., a former Gallup McKinley County Schools Board of Education member to honor and recognize him for his dedication. The next Indian Education Committee meeting is June 1, 2013 in the board room.

Mary Reeve reviewed the small changes in the Policy and Procedures as required by the New Mexico Public Education Department.
Joe Menini moved the Approval of the Special Education Policy and Procedures for GMCS as required for the NMPED IDEA-B Application be approved, with amendments as presented. Upon roll call vote, motion carried unanimously. (Five board members present and voting)

2013 in the amount of $13,350,000 – ACTION
Kim Brown discussed the sale of bonds and refinancing. Paul Cassidy and Art Melendrez provided a detailed Bond Sale Discussion.
Joe Menini moved the Approval and Adopt a Notice of Sale of General Obligation School Building and Refunding Bonds, Series 2013 in the amount of $13,350,000. be approved, with amendments as presented. Upon roll call vote, motion carried unanimously. (Five board members present and voting)
Approval of an Increase in Teacherage Housing Rent effective September 1, 2013 - ACTION
Kim Brown and Rob Gintowt discussed the increase in teacherage rent, raise for teachers, appraisals, operational funds, compliance with the Internal Revenue Services, and a teacherage committee. The board discussed prior discussion on conducting meetings and compromise with the renters and who conducted the appraisals, teacherages is an incentive for rural areas, no raises received in five years, and the rural increments is very minimal.
Joe Menini moved the Approval of an Increase in Teacherage Housing Rent at $75.00 excluding Ramah teacherages effective September 1, 2013 be approved as presented. Bruce Tempest moved the agenda be approved, with amendments to include a discussion on Newspaper Article on

Joe Menini motioned to not go into executive session because at the April 15, 2013 meeting the “Approval of the Gallup McKinley County Schools Board of Education Approving Voluntary Recognition of Educational Assistants to join the Bargaining Unit” was voted on and approved, therefore no further discussion is needed.
Attorney Danny Jarrett stated for the purpose PELRB Section 10.7E.17 this meeting shall be closed:
(1) meetings for the discussion of bargaining strategy preliminary to collective bargaining negotiations between the public employer and the exclusive representative of the public employees of the public employer;
(2) collective bargaining sessions; and (3) consultations and impasse resolution procedures at which the public employer and the exclusive representative of the appropriate bargaining unit are present.
Bruce Tempest discussed that there are two different items to consider: the motion to allow educational assistants to join the Union and the Collective Bargaining Act.

Election of a Vice-President of GMCS Board of Education
Former Board member Chee Smith Jr., was the vice-president for Gallup McKinley County Schools Board of Education, he did not seek re-election therefore vacated his position. Mavis Price appointed Kevin Mitchell to complete the term until the next Board officers elections in July as per Board Policy B-0900 BDA.

Rob Gintowt gave recognition to Mary Jean Hoover, Coreen Smith, Jessica Villanueva, Albert Sandoval, Kathy Borbon, and Kim Brown for helping with the golf tournament scheduled for May 11, 2013. He also presented the 2013 Paul D. Hanson Scholarships to: Demetria Clichee - Navajo Pine, Monica Manuelito -Miyamura, Steven Chischilly Jr. - Crownpoint, Jaylean Wautsa - Central High, Alexis Cochran - Gallup, Bennett Francisco - Thoreau, Kiersten Wright - Ramah, Mariah Toledo -Tse Ya Gai and Kimmeronia Bill - Tohatchi. 2013 Rotary Seniors of the Year Recipients
Superintendent honored the “2013 Rotary Seniors of the Year” as follows: Tracie Benally - Crownpoint, Roman Teran -Central, Micaela DePauli and Dominic Martinez - Gallup, Colin Thompson – Navajo Pine, Jessica Benally and Kirtus Leyba - Miyamura, Kiersten Wright - Ramah, Shawn Spencer – Thoreau and Kimmorina Bill - Tohatchi. The Board commended the seniors. All of the teachers were also honored for “Teacher Appreciation Week”.
Tohatchi Elementary-National JOM Award
Louise Benally and Priscilla Manuelito presented an award to Louise Capitan, as the National JOM Navajo Language Teacher. She teaches at Tohatchi Elementary School. Dan Fruchay is the principal at Tohatchi Elementary.
Current Budget Update
Kim Brown provided an update on the current operational fund for school year 2012-2013 budget. The June 30th estimated cash balance. The budget will changed as we have two months left in the fiscal year. The Board had questioned the Title programs reimbursements and the timeline to receive the funds from the state. The response is that we have provided detailed information as requested and work out the issues questioned.
Cyber Academy Update
Bart Stanley, Carrie Lovato, Don Sparks, provided an update on Cyber Academy, an enhancement of educational
opportunities, increase equity of course offerings throughout Gallup McKinley County Schools, focus on 21st Century skills and coordinate existing resources. The committee members are Max Perez, Nicola Keptner, Carrie Lovato, Don Mitchell, Geoffrey Moon, Moni Short, Don Sparks, Bart Stanley and JoBe Thilgen. The board discussed the classes, teachers, and rural access to internet, alternative education, diverse learning, and assessments, self-directed learning, online courses using Edgenuity, decrease drop-out and transfer rates.
Superintendent's Search Update
Phyllis Casuse provided an update. Thus far the qualifications has been identified, search process has been set up, application created, informational brochure created, data gathered from community members, advertised nationally, closing date was on April 17, 2013 at 5PM, search committee was created by the Board of Education, applications screened, letters sent out to those not qualified, search committee met to screen applicants based on applications, created written questions for applicant response, screening is rated using a rubric, a list of finalists was created for Board of Education, letters will sent out to screened-out applicants, public forums are set- up, extensive reference checks are done on all finalists, a district tour, face-to-face interviews, and the Board decides on new superintendent who will start July 1, 2013.
50/50 Raffle Update
Gary Schuster provided an update on the 50/50 raffle. There is one high school that has applied for the licensure in our school district. The licensure fee is $200. A board policy and a handbook will be created to cover the Bingo and 50/50 raffle. Mavis Price asserted that the school district must follow all policies and procedures and report to the New Mexico Gaming Commission as required. The Board asked that a letter be sent to Chee Smith Jr. and commend him for bringing attention to the severity of our school district not following the NM Gaming Commission requirements.

Bruce Tempest attended the Rotary Club meeting as the students received scholarships. The non-rotary recipients were Amy Rosebrough – Miyamura High, the Millennia Media Scholarship and Kayla Depauli – Gallup High School, the HollowayFamily Scholarship.
Joe Menini attended the Crownpoint Elementary school dedication along with Chee Smith Jr., former board member. He also attended the audit committee meeting.
Titus Nez attended the Navajo Language Culture for three days.
Indian Education Committee / JOM Report
Herlinda Mann and Priscilla Manuelito gave recognition to the Indian Education Committee members Janice Begay, Joyce Hardy and Marcella Eriacho as they are parents of seniors this year. A tribal luncheon on May 26, 2013, the board is invited to attend. The next IEC meeting is June 1, 2013 in the boardroom. A youth conference is in the plans. A request for copies of the graduation and drop-out rates was made. The STEM meeting is on May 13, 2013 at the Navajo Nation Museum.
The Wellness Committee meeting is on May 18, 2013 at 9 a.m. in the boardroom.

Mavis Price called the Board of Education meeting to order at 5:00 p.m. on Monday, April 15, 2013, in the boardroom of the Student Support Center, 640 Boardman, Gallup, New Mexico. (Three board members were present for roll call)
NEW BUSINESS
GMCS Lobbyist Report to the Board of Education
Jay Santillanes and Matejka Santillanes provided a detailed summary of the 2013 Legislative Session. A total of 1656 bills were introduced, 745 bills passed in the 1st house, 351 bills passed in the 2nd house, 298 bills were sent to the Governor and 228 bills were signed into law. The two bills directly related to GMCS were the NMED Cleanup; the school district was awarded $50,000 in Capital Outlay funds for the Maintenance Facility Site Assessment that is to be used for the next project.
The second is transportation funding initiated during the meeting with Mr. Antonio Ortiz. Senator Muñoz had submitted a Public Ed-Special Appropriation request for $549.7 thousand; this was not approved to be included in the budget.
The Board discussed inviting the whistleblower in and talk with him and find out why and who told him to do this. He is not acknowledging the requests to come in and talk. Mavis Price gave recognition to Chee Smith Jr. with a plaque for his outstanding years of service with Gallup McKinley County Schools. Each individual Board member commended him for his services. Superintendent Arsenault thanked him for his dedication and caring for all the students in the district. Chee Smith Jr. served from 2009-2013 representing District 2, he did not seek re-election as he is the current White Horse Lake Chapter president and working with DNA Legal Services. He thanked the Board, staff, administration and students for giving him the opportunity to work with him.
2013/2014 Budget Preparation Update
Kim Brown provided a budget summary which included an increase in the unit value for the next school year. Her
participation in the community public hearings at Twin Lakes and Bread Springs, the input from the public hearings will be incorporated into the budget process. The Board recommended for the staff (business) to meet with the legislature managed through the district lobbyist sometime in May 2013.

2013/2014 Budget Preparation Update
Kim Brown provided a detailed handout on the budget preparation process, entailing the estimated 2013-2014 revenue, current estimated expenditures, budget challenges, and concerns to be addressed and the approach. Also the operational expenditures by function pie chart, membership comparison for three years which shows a decline and the current student – teacher ratio.
ARC Study Update
Johnty Cresto discussed the planning stage for new schools, acreage per square footage, efficiency, public meetings, dedication of Crownpoint Elementary and the Tohatchi and Navajo Pine teacherage nears occupancy.
The Board requested copies of school attendance boundaries.
Indian Education Committee / JOM Report
Herlinda Mann provided a reported on the Navajo Nation Subcontractors’ meeting, the budget has decreased 75% from previous year, Indian Education Committee work session, projected funds, and that the number of Certificate of Indian Blood generates funds.

$1.95 and Milk Increase to $.45 - ACTION Dr. Jacquelyn Wauneka presented the Healthy, Hunger-Free Kids Act of 2010 which requires school district to increase paid meal prices yearly until meal prices are in line with USDA reimbursements for the district. Adult prices remain at $3.25 and sack lunches are being provided when requested.

Sequestration Update
Kim Brown provided a detail written report on the Effects of Sequestration on Gallup McKinley County Schools. Some items of discussion included the types of Impact Aid; Basic Support, Indian Set-Aside, Special Education Set-Aside, and Construction. The unpaid balanced due for an application year is within three years, the district does not know the amount to be paid, until the payment is actually received.
The Board discussed how taxes from Gallup are channeled into operational, how prepared is the district for sequestration, the total payment due to the district is not known. The Navajo Nation will be also be affected by the cuts.
Annual Audit
Kim Brown provided the audit report for year ended June 30, 2012. The findings are Activity Funds-internal Control (Significant Deficiency), Activity Level Internal Controls Finding (Other Matter), Employee vs. Independent Contractor (Noncompliance), Missing I-9s (Noncompliance), Preparation of Financial Statements (Material Weakness) and Untimely Preparation and Submission of ERB reports (Other Matter). The processes and policies to resolve the findings are identified.
The Accounting & Consulting Group, LLP are the auditors that conducted the audit following the United States Generally Accepted Auditing Standards.
The 2012 Audit Reporting Package, the Financial Statements and Required Supplementary information with Accompanying Auditors’ reports were provided to the Board and the superintendent.
Transportation – Jeff Bond
Jeff Bond provided a detailed report to the Board. The transportation meeting was held on Friday, March 1, 2013 in Santa Fe; Kevin Mitchell was present to support our school district as were our local legislators. Items of discussion were the transportation cash balance, that 50% cash balance reverts to the Transportation Emergency Fund, allocation per mile, bar difference initial vs. final for 2012-2013, bus driver salary, trainings of drivers, maintenance and operation of school buses, fuel cost, amount of 2.5 million has been return to the State, and the projected shortfall of $200,000 this school year.
The board discussed the funds should have been used for bus drivers, write to the state to revert funds back to the district, and it is doubtful that we will not get any more funding from the state, an update on transportation at the May meeting. An apology is warranted to the legislators representing Gallup. The Board commended Jeff Bond.

Max Perez discussed the power outage today at Tohatchi High/Mid/Elementary and Twin Lakes Elementary. The power was restored by noon with minimal issues. All parent/teacher conferences went as scheduled.
Kevin Mitchell recommended a mini training for situations in case of power outages, much like safety training.
Chee Smith Jr. asked who powers the schools mentioned; the Navajo Tribal Utility Authority services the area.
Max Perez invited the Board to a 2-day workshop “Driven by Data” and “Leveraging Leadership” on March 11 – 12, 2013 sponsored by the Public Education Department.

The topics of discussion on additional digging on-site, funding, potential toxic material present before the schools acquire the land and work with the legislature on these issues.

Mavis Price made the motion to go into executive session to discuss personnel issues at 6:26 pm. Upon roll call
Kevin Mitchell made the motion to reconvene the meeting from the executive session at 7:02 pm.
Personnel item discussed: the evaluation of the superintendent.
Action to be taken on Superintendent Employment Contract - ACTION
Joe Menini moved the Action to be taken on Superintendent Employment Contract be approved to accept the resignation of Raymond R. Arsenault effective June 30, 2013 received February 18, 2013 at 5:05 p.m. in writing. Upon roll call vote, motion carried unanimously.

Ramah High School
Max Perez gave recognition to Ramah; they have a high graduation rate of 84% in the district. The whole purpose is to graduate students. The graduation rate is imported from the state department and Gallup McKinley County School has 73% without the alternative high school.
January Senior of the Month
January 2013Rotary Seniors of the Month were Crownpoint High – Breanna Thompson, Navajo Pine High – Demetria Clichee, Thoreau High – Bennett Francisco and Tohatchi High – Shantelle Tso.
Food Services
Carmen Moffett recognized Food Services; they have met the federal guidelines and have been reimbursed accordingly. Food Services are commended as they proudly serve healthy food to students.
Conrad Navarra, Crownpoint High DECA provided a summary of their trips and competition. Students in attendance were able to give their experiences. Further, trips listed are planned in advance to get the best cost and prepare for competitions.
Building Use Agreement Update
Johnty Cresto provided an update; the writing of the agreement is being compiled and will be presented at the next meeting.
ARC Study Update
Johnty Cresto discussed the ARC study that will address attendance boundaries, working with Indian Education Committee, the communities, businesses and finding the time to schedule a meeting.
Budget Update
Kim Brown provided a detailed handout on the current years’ budget.
Crownpoint Elementary Update
Johnty Cresto discussed that the Crownpoint Elementary school update. The furniture has been ordered and is being delivered, interior work is completed, water and gas connected on to the site. All is progressing well.
Issues with the New Mexico Environmental Protection Agency, the school district is working and finding ways to comply without having the district’s funding involved and with compromise on issues. A meeting is set for Friday, February 8th in Santa Fe, NM.
The teacherages, the gas and electricity is waiting on inspection on NTUA. At Twin Lakes Elementary, the main waterline broke; the part is on the way and should be fixed late this afternoon. The building is open for voting tomorrow.

- Hearing Authority-Teri Frazier recognized Ken Williams and Georgia Merrill for Continuous Improvement. Ken Williams discussed the process, creating the charts, forms, share point, internal/external data, comparison data, and a working policy. He started working with Georgia Merrill and both have an excellent working relationship and with all stakeholders.
- The board commended both recipients.

- 2013 County Spelling Bee Winners
- Max Perez announced the winners of McKinley County Spelling Bee. Oliver Estela, Chief Manuelito student was the winner, Micah Cornelio, Jefferson Elementary student was second and the alternate is Austin Wilson, Rehoboth Christian student. The first and second place winners will participate in New Mexico Spelling Bee on March 23, 2013, at Sandia Preparatory School in Albuquerque, NM.
- Truancy / Teen Court Follow-up Report
- Bart Stanley and Carmen Moffett provided an update on the Compulsory School Attendance Policy, meeting with District Attorney; changes in letter delivery and principals were given communication and a flow chart on compulsory school attendance. Gallup High, Miyamura and Kennedy are part of teen court referrals in McKinley County. Crownpoint Mid/High, Navajo Pine Mid/High and Tse Yi Gai all utilize the Crownpoint teen court. Although, recipients have to be native students, the policy allows non-native to get services.
- The truancy data was presented showing exemplary, proficient and best practices. The data on students who received services through teen court will be made available in the future.
- 40-day Student Count for 5 Years
- Bart Stanley discussed the 5-years of the 40th day comparisons by elementary, mid, high school, in-town, and out-of-town schools. A higher percentage of low enrollments in high school might be because of enrollment restrictions.
- K'e Project Report
- Carmen Moffet provided an update on K’e Project that was board approved last school year to provide services to our students housed in Thoreau area. The director of Adventures Group has withdrawn his proposal and the Navajo Nation did not release the funding. Dr. Larry Curley is invited to attend a board meeting to provide a report in March.
- STEP Grant
- Max Perez discussed the STEP grant, a 3-year grant is an agreement between Navajo Nation and Public Education Department. Groups are created in the Policy, (Federal, State and Tribal), collection and analysis, professional development establishment, alignment federal, state, tribal priorities, and sustainability. Wendy Greyeyes is the sole person coordinating the grant; communication should be directed to her attention.
- School Safety
- Ray Arsenault provided information that Arne Duncan’s office has made known these federal funding is available for school safety and security cameras. Our district is applying for funding.
- Leonard Haskie gave an update on Navajo Pine teacherages, the homes are ready for inspections and the exact date of occupancy will be made available. The burial site has been taken care, no body was found. The Crownpoint Elementary school building, the sky lights will be installed by Friday, waiting on furnishings to be delivered, water and gas line connection and the occupancy date by February 2013. For Church Rock Academy school building, the ground breaking will be sometime next week.

- Mavis Price requested either Ramah or Thoreau High graduation date be moved to May 18, 2013 (Saturday), so she can attend both ceremonies. Kevin Mitchell requested if Tohatchi or Navajo Pine High graduation date be moved to Thursday, May16th so he can attend both ceremonies. The board also requested the Middle College High School graduation date so they could attend. Kim Brown mentioned that if the schools have already placed graduation orders, changes will not happen; she will work with the superintendent on the requests.

- Employee Pay Raises
- Ray Arsenault recommends employee pay raise across the board for state employees. The employees have not received pay raises in the past 4 years. The delegation requested a specific position on the pay increase in regards to job titles and will it include teachers on 3-tier schedules.
- Sequestration of federal Funds
- Ray Arsenault and the delegation discuss the possible sequestration of federal funds for the next school year will deeply affect our school district as currently we are not financially healthy.
- School District Funding and Unit Value Leonard Haskie and Jeff Bond reviewed and discussed the transportation by mileage, costs of GPS, Special Education versus “to and from” reimbursements and a cap on charter school bussing – reimbursement versus actual costs.
- Bussing of students to Arizona from Navajo Pine New Mexico Ray Arsenault and the delegation discussed the loss of funding as students from Navajo Pine High area is being transported to attend Window Rock High School, which is from New Mexico into Arizona. Matejka Santillanes has a report on Bureau of Indian Education (BIE) Student Transfer Issues, through the Legislative Education Study Committee which will be made available to the delegation and the board.
- Impact Aid
- Ray Arsenault and Martin Romain discussed the status of the Federal Impact Aid law suit and the Zuni law suit. The recommendation is to set up a study group to review the 1970 Act and the Yield Act and other issues presented.
- Plan public relations campaign radio and press (no discussion)
- Security Systems for School Sites
- Ray Arsenault and the school district supports installation of security systems at all school sites for safety reasons. The delegation proclaimed that “security at the school sites” will be a big part of the legislative session this year.
- Adequacy Standard Guidelines – Square Footage Leonard Haskie is one of the primary authors of the of the PSCOC standards on square footage per pupil for school buildings, however, a new per pupil formula has been used in school constructions without proper approvals which is less than what is specifically outlined in the policy.

John Craddock and Josh Handelsman presented Cameron Candelario, Stuart Haines, and Marilyn Werito as the 1A District Championship Team. Other members included Demar Whitehorse; Keanu Largo, Malcolm Joe, and Garrett Martin as state runner-up 1A Cross Country team.
Board members attended the New Mexico School Board Association Conference held in Albuquerque, NM.
Two influential speakers this year were C. Ed Massey, President of National School Boards Association and Dr. Zach Clemons.
Additionally, the Board members attended local Calendar Committee and Audit Exit meeting.
Chee Smith Jr. did not attend the conference; however, he attended a meeting with Navajo Nation Small Business personnel. The Navajo Nation Oil and Gas will reopen Pueblo Pintado Store by the end of December 2012.
Kim Brown and the board discussed the Indian Education Committee members being in non-compliance with the Internal Revenue Service. A determination will come from the legal tax attorney. A meeting has been scheduled for Wednesday, December 5, 2012 in Window Rock, AZ to discuss the IRS issue.
Phyllis Casuse said that all “non-contract compensation” applicants require a back ground check, as the committee members will be.

Dr. Tempest informed the board members and the audience that the Rotary Senior of the Month recipients will be placed on the website. He named the October 2012 and November 2012 Rotary Seniors of the Month. The list was made available to the media.
Dr. Tempest reported the McKinley Education Foundation awarded five schools; the grants were given to Debbie Arthur -Red Rock Elementary School, Karla Nye and Laura Parades - Juan de Onate Elementary School, Patricia Largo – Chief Manuelito Middle School, Sheila Kruis - Stagecoach Elementary School and Eric Cornish - Rocky View Elementary School.
Tohatchi High School Heating
Johnty Cresto gave an update on the heating problem at Tohatchi High School. The parts have been ordered and will be repaired once it is received. The boiler at Lincoln Elementary is beginning to show signs of aging.

Martine Romine further discussed in detailed the Zuni lawsuit and the state funding formula.
Patty Lundstrom will recognize Jefferson Elementary on the floor during “Gallup Day”, February 7, 2012. She also mentions to write letters to recommend Benny Shendo - Senator Elect to be part of the Education Committee.

National Johnson O'Malley Award
Carmen Moffett recognized Ramah High School for being selected in October 2012 by the National Johnson O’Malley Association for implementing cultural activities conducive to student learning for the students, the school, and the community.
National Johnson O'Malley Board Member - Priscilla Manuelito Carmen Moffett recognized Ms. Priscilla Manuelito, president, Indian Education Committee; she was recently elected to serve as the as New Mexico’s District 2 representative to the National Johnson O’Malley Association. Gallup-McKinley County Schools is proud and she will serve our state well at the national level.
Glidden Paints Winner - Jefferson Elementary School Kim Orr announced that Jefferson Elementary won the National Glidden Paint competition held nationwide. Jefferson Elementary will receive 200 gallons paint, the painters, and Tohatchi Area of Opportunity Services, Inc. (TAOS) will donate $25,000 for prep job on the school building.

Mavis Price – New Mexico Children Trust Fund Ray Arsenault read a letter from the State of New Mexico Children, Youth and Families Department gratefully thanking Mavis Price for her long dedicated services to the children of New Mexico as a fellow board member of the New Mexico Children’s Trust Fund.
USDA inspection at R&D
Ray Arsenault apprises the board that Receiving and Delivery was inspected, the staff were commended for an excellent job in cleaning and maintaining the warehouse from the last inspection a year ago.
Athletic Equipment for NPHS
Gary Schuster obtained $300 for equipment at Navajo Pine High School and continually working with other schools to donate unused equipment.
Truancy Update
Carmen Moffett and Max Perez presented on truancy and habitual students. They are working with the schools, collecting data, tracking system, referrals and working with the district attorney’s office.
Teacherage Report
Rob Gintowt presented the proposed rent increase and provided a detailed report. The letter from IRS was read. The name and number of the IRS representative will be made available for the board. Legal advisement will be sought.
Johnty Cresto and Leonard Haskie reported on Crownpoint, Tohatchi and Navajo Pine High. The techerages are receiving electricity and gas installation, a final inspection is upcoming, a punch list, and cleaning up the buildings. The Crownpoint Elementary school is progressing as expected with opening date mid December 2012.

Redistricting Plan 2013 Presented by Research and Polling, Michael Sharp, vice president of Research and Polling Inc. presented the redistricting plans that included a plan E-1 which was introduced after he met with Leonard Gorman, Office of Navajo Nation Human Rights Commission.

NMSBA Strategic Planning Support for School Boards Dr. Hugh Prather via Skype presented the New Mexico School Boards Strategic Planning Support for School Boards. Topics of discussion were the strategic plan, tactically plan, who is involved for a board to plan, the planning cycle, plan to plan, validate mission and vision, review mandates, environmental scan strengths, weaknesses, opportunities, threats-SWOT, conduct an environmental scan, identify the district’s strategic issues, identify SMART objectives to address the issues, and stay involved as the plan is implemented. With technical difficulties, discussion between the board and Dr. Prather was minimal.

Approval of the Redistricting Plan 2013 Presented by Research and Polling, Inc. for Gallup McKinley County Schools – ACTION TABLED
Michael Sharp, vice-president of Research and Polling, Inc. presented a community based redistricting plan. The comparisons between the Navajo Nation’s plan and Research and Polling, Inc. were presented. The Plan E was introduced and will be made available for the Board to consider.
Leonard Gorman, executive director of Navajo Nation Human Rights Commission presented an Option A, Option B, and Option C. The Human Rights Commission recommends Option B for Gallup McKinley County Schools.
Jonathan Hale, council delegate and Health, Education, and Human Services committee member recommended to table the action item and to meet with the committee on educational issues.
Mavis Price asked that Michael Sharp and Leonard Gorman worked together and devised a plan for our school district. Kevin Mitchell supports the consolidation of the two presenters and develops a series of plans to vote on.
Chee Smith Jr. recommends meeting with the Health, Education, and Human Services committee and to involve the chapters.
Joe Menini recommended a special meeting to meet with Health, Education, and Human Services committee. The current plans do not address the school boundaries appropriately.
Dr. Bruce Tempest recommended voting tonight on a redistricting plan presented by Research and Polling, Inc., and taking a redistricting plan presented by Leonard Gorman’s Office, and the Health, Education and Human Services committee and making the final vote between the two plans.
Kevin Mitchell moved the Approval of the Redistricting Plan 2013 Presented by Research and Polling, Inc. for Gallup McKinley County Schools be tabled as presented.
